Council members present: Mayor Duane Brownie, Council persons Terry Trude. Gary Butala, Duane Ziebarth, and C.J VanGuilder. Also Treasurer Deb Hill.

Called to order by Mayor Brownie at 5:30 P.M.

Motion by Ziebarth seconded by Butala to approve the minutes of the regular meeting 2-7-08 and the work session of 1-30-08
                                                Motion carried unanimously

Motion by VanGuilder seconded by Ziebarth to approve all bills as presented

                                                Motion carried unanimously

Fire Chief Report: Chief Shanda gave a review of the department activities for the month.

Motion by Ziebarth seconded by Butala to accept the fire chief report.

                                                Motion carried unanimously

Water Operator Report: Everything running well all month.

Motion by Butala seconded by Ziebarth to accept the water operators report.

                                                Motion carried unanimously.

Clerks Report: The board of review for the City will be held April 3, 2008 at the Carlton County Court house at 10:00 A.M.
Request from Gopher State One Call to join the sponsors of the program at a cost of $150.00.
Council chose not to become a sponsor.

Motion by Ziebarth seconded by Trude to accept the report.
                                                Motion carried unanimously

Treasurer Report: Deb Hill reviewed the report as shown on the board and answered all questions raised.
Motion by VanGuilder seconded by Ziebarth to accept the report.
                                                Motion carried unanimously.

Personnel Policy: A work session will be held prior to the April 3, 2008 meeting to review and set a policy. Meeting will begin at 5:30 P.M.

Backup water operator position was discussed. The state health department will work with us
For a period of one year in the event we suddenly loose our operator. There is no need for a quick decision.
Motion by Brownie seconded by VanGuilder to wait until we have a problem to fill the position.
                                                Motion carried unanimously.

New Well-No report at this time.

Discussion of the North East Carlton County Fire and Ambulance being proposed,
After much discussion a motion by Butala seconded by Trude to drop out of the program and stay as we are.
                                                Roll Call Vote called for
                                                Butala- yes
                                                Ziebarth-yes
                                                Trude-yes
                                                Brownie- yes
                                                VanGuilder-abstained.
Motion carried by vote of 4 and 1
Letter will be sent informing them of our decision.

Sewer Rates; One meter is left to be installed, reluctant property owner, Motion by Brownie seconded by Butala to table the sewer rates until next meeting.
                                                Motion carried.

Utility Building: Problems with door opening and canopies should be put over the doors plus a light in front of the building.
Motion by Butala seconded by Trude to get the work done
                                                Motion carried unanimously.

Letter from ARDC was reviewed, Motion by Ziebarth seconded by VanGuilder to send a letter of support
                                                Motion carried unanimously.

New contract was received from friends of animals for our animal control.
The charge this year will be $2100.00.

Fire Chief requested authority to escort the Champion Girls Basketball team out to where they go onto I-35 to head to the state tournament.
Motion by Brownie seconded by VanGuilder to approve this action

                                                Motion carried unanimously.

Motion by VanGuilder seconded y Butala to adjourn at 7:10 P.M.
